Effective 2026-07-01. These are the same Terms shown inside the Build Scotts Bluff app, published here as a standalone page.

By accessing or using Build Scotts Bluff (the "Service"), including this website, its progressive web app, and any related tools, you agree to these Terms of Use and the Privacy Policy. If you do not agree, do not use the Service. These terms form a binding agreement between you and the Service's operator (the "Operator", "we", or "us").

What Build Scotts Bluff Is

The Service is a free, independent public-data aggregation tool: an interactive map of Scotts Bluff County, Nebraska that gathers parcel, assessment, tax, sales, ownership, zoning, census, environmental, and funding information from public county, state, and federal sources and presents it in one place, along with an on-device search assistant and an optional self-custodial wallet feature. It is a private civic project. It is NOT a government service and is not affiliated with, endorsed by, or acting on behalf of Scotts Bluff County, the State of Nebraska, any city, the United States, or any grant program, agency, exchange, or financial institution named in it. Program, agency, and product names are used only to identify the public information they refer to.

Informational Only; No Advice

The Service is provided for general information only. Nothing in it is, or should be relied on as, financial, investment, legal, tax, accounting, appraisal, insurance, engineering, or real-estate advice, nor an offer, solicitation, recommendation, or guarantee of any funding, loan, grant, transaction, value, or outcome. Funding and grant eligibility, assessed and market values, taxes, scores, and projections are non-binding estimates. Only the administering agency or a licensed professional can determine your actual eligibility, obligations, or value. Verify anything important with the official source and appropriate professionals before you rely on it, apply for anything, or spend money. Using the Service creates no professional, fiduciary, agency, or advisory relationship.

Data Accuracy and Third-Party Sources

Information is aggregated automatically from third-party public sources and may be inaccurate, incomplete, outdated, misattributed, or unavailable, and may change without notice. We do not create, own, verify, or guarantee the underlying government or third-party data and are not responsible for it. Cited figures reflect what a source reported when observed, not a warranty of current fact.

No Warranty

The Service and all data are provided "as is" and "as available", with all faults and without warranties of any kind, whether express, implied, or statutory, including any implied warranties of merchantability, fitness for a particular purpose, title, accuracy, availability, quiet enjoyment, or non-infringement. We do not warrant that the Service will be uninterrupted, secure, error-free, or free of harmful components, or that any result or information will be accurate or reliable. Some jurisdictions do not allow certain warranty exclusions, so parts of this section may not apply to you.

Limitation of Liability

To the maximum extent permitted by law, in no event will the Operator or its contributors be liable for any indirect, incidental, special, consequential, exemplary, or punitive damages, or for any loss of profits, revenue, data, funds, digital assets, goodwill, or opportunity, arising out of or relating to your use of or inability to use the Service, the data in it, or any transaction or contribution you make, whether based in contract, tort, strict liability, or otherwise, even if advised of the possibility. Our total aggregate liability for all claims relating to the Service will not exceed one US dollar (US $1). You agree that your sole and exclusive remedy for dissatisfaction with the Service is to stop using it.

Indemnification

You agree to defend, indemnify, and hold harmless the Operator and its contributors from and against any claims, damages, liabilities, losses, and expenses (including reasonable legal fees) arising out of or related to your use of the Service, your content, your transactions or contributions, or your violation of these terms or of any law or third-party right.

Optional Wallet, Crypto, and DeFi Risk

The wallet feature is entirely optional and self-custodial: you alone hold your keys and funds, you sign every transaction yourself, and we never take custody of, control, or have access to your assets, keys, or private information. All wallet, trading, earning, staking, borrowing, leverage, swap, and contribution actions are executed by independent third-party networks and protocols (such as Base, Coinbase, Morpho, and Gains) that we neither operate nor control and that carry their own terms and risks. Digital assets are highly volatile; leveraged and borrowed positions can be liquidated; smart contracts can fail or be exploited; and on-chain transactions are public and irreversible. You may lose some or all of your funds. You use these features at your own risk. We are not a bank, broker-dealer, exchange, custodian, money transmitter, money-services business, or investment adviser, and nothing here is an offer of securities or of any financial product.

Contributions to Project Ideas

A contribution to a project idea is a voluntary, non-refundable payment you send DIRECTLY, wallet-to-wallet, to the receiving address that the idea's author designated. It is a gift or patronage, not an investment, loan, deposit, security, donation to a tax-exempt entity, or purchase of any interest, and it carries no promise or expectation of profit, ownership, equity, repayment, interest, tax deductibility, delivery, or return of any kind. We do not hold, pool, escrow, manage, match, guarantee, or refund contributions, we do not verify projects or authors, and we are not a party to, agent of, or fundraiser for any project. The Service only reads the public blockchain to display a transaction that already occurred. Any tax treatment is your responsibility. Confirm the recipient and amount yourself before sending; on-chain transfers cannot be reversed.

User and Editor Content

Some content, such as project ideas and edits, is posted by users or authorized editors, not by us. That content is the sole responsibility of the person who posts it, and we do not endorse, verify, or assume responsibility for it. You are responsible for content you submit and represent that you have the right to submit it and that it is lawful, accurate, non-infringing, and within the posted length limits. You grant us a non-exclusive, royalty-free license to store, display, and distribute your submitted content within the Service. We may remove or refuse any content at our discretion, but we are not obligated to monitor it.

Acceptable Use

Use the Service only lawfully and on your own behalf. Do not post unlawful, infringing, fraudulent, defamatory, or harmful content; impersonate others; scrape, overload, probe, or disrupt the Service or its data sources; circumvent access controls or editor or admin gating; introduce malware; or use the Service where prohibited or to violate any law, sanction, or third-party right. You are responsible for complying with the laws of your jurisdiction.

Intellectual Property

The Service's software, design, text, and layout are owned by the Operator or its licensors and are protected by law; underlying public government data is not owned by us and remains subject to its own sources and terms. Except for rights expressly granted here, you receive no license to our marks, code, or content. Third-party names and logos belong to their respective owners.

Eligibility

You must be at least 18 years old and legally able to form a binding contract to use the Service, and you must not be barred from doing so under any applicable law or sanctions list. Any wallet, crypto, or DeFi feature is additionally void where prohibited and is offered only to those the applicable third-party protocols permit.

Changes, Termination, and Governing Law

We may modify, suspend, or discontinue any part of the Service, or update these terms, at any time; material changes will re-prompt your agreement, and continued use after a change means you accept it. These terms are governed by the laws of the State of Nebraska, without regard to conflict-of-laws rules, and you agree to the exclusive jurisdiction of the state and federal courts located in Nebraska. If any provision is held unenforceable, the rest remains in effect. These terms are the entire agreement between you and us regarding the Service and supersede any prior understanding.
